Most tag editors will do this, you just have to think of the task a bit
differently. I like MP3Tag, it's one of the best and free. If the file name
is "artist - title" you can select the files to be changed and click the
filename - tag button. Then enter the format string: %dummy% - %title%. The
result will be that the title tag is just the title. If this isn't the file
name you can change the file name by clicking on the tag - filename button
and entering the format string %title% and then using the filename - tag
function to make the change to the title tag. Start small and use the
preview button until you're comfortable with the way format strings work.
