You can use IFOEdit to edit the ifo files created when you author the DVD
before you burn it, You need to have only the automatic pan and scan ticked
under the Static list

This is a common problem for digital transmissions of 4:3 material
pillarboxed within a 16:9 frame. There is no need to re-encode just a couple
of untick or tick the right box

problem had been extensively discussed there. Once you get your head around
ifoedit it's no big deal and takes about 20 seconds.
