The light ring is quite "weak" compared to the primary
light source(s) on the subject. The reflective backdrop
material is "magic" in that it is a retro-reflector. It sends
most of the light right back the same direction it came
from.
I was just looking at the Rose Brand catalog today and
they sell red, green, and blue light-rings. As Mr. Farnsworth
observed, it isn't a "budget price solution" The light rings
cost $800-1300 each and the reflective backdrop material
is $30.50 per square foot!
The rings like like they are nothing more than a circle of
high-brightness LEDs. Might be worth experimenting with
if you could find one of those old glass-beaded projection
screens in good shape.
