        If the video has several frames showing the face from about the same angle, 
they can be combined to give greater detail, like they did a few years back 
when using Web Cams to photograph Mars and they got some of the best photos 
evern taken of the red planet.  I don't remember what the name of the 
program was, or if it would work with objects less stable than Mars.  A 
bouncing, turning head on fuzzy video with a slow frame rate is not a good 
prospect for this technology, but depending on the video they have, it 
might yield something.
