This is tax-fraud, and in Germany customs is allowed to randomly
open a package. If there is a commercial looking bill inside, this
overrides the mark "as gift" on the outside. Of course it just might
not get checked, but I would not count on it.
And if they happen to check all your packages and more than a few
are marked this way, the police will come and treat you like a
criminal (because in their eyes you are). The chances are slim,
but they are real.
And of course places like amazon.com do not mark it gift.
