I think that describes your problem very well ;-)
It would obviously best to get a decent head, which has sufficient tension
to stop this from happening. A way to balance out I can think of, is to fit
a ring around the pan-handle, which you can screw-lock into place.
Obviously not tight screwlock, but one which you can undo to shift the
weight. You can see these things on mini-jib arms. Alternatively you could
think of the wieght which they use on the scales in the hospitals.
If you have a peek at the picture on
http://www.stvfe.com.cn/english/products.files/cartoni4.htm on the
top-right of the top-picture, you can see such a weight. You don't say what
camera you have, but I am just guessing it's a small handycam, so you won't
need such a heavy weight to counterbalance.
