..RAR isn’t a music format. It’s an archival format like .ZIP.
A variety of archival programs can read .RAR. I recommend the free 7-ZIP
(http://www.7-zip.org/). If you want something that will write .RAR as
well, then you’ll have to go with WinRAR. But just to open those .RAR
files and extract the music, 7-ZIP is enough.
