On cable it's often called 'Descriptive Video Services' DVS.
It only puts in words between the dialog so that you can hear the
whole film and know what's going on.
On cable systems one that does it quite often is TBS. It uses
the secondary audio channel.
You didn't say what you were seeing it on, so other posters
comments about having commentary on in a DVD may be correct.
More information always helps determine the problem.
