If you are using ZoneAlarm it may be that vsmon is loading the cpu.
Replace ZA with Sygate or Kerio firewall.

If not you may have a corrupt download. Choose a new, empty download
folder to see if that improves the situation. One at a time move your
incomplete downloads into the new folder. Reload and resume each to see
if it is that one that causes the excess load.
