Could be a lot of things, but if you're on a broadband connection, your
modem/router likely has an integrated firewall blocking incoming
connections. You'll have to forward the appropriate WinMx ports
through the firewall. The default WinMx ports are TCP 6699 and UDP
6257, but those should be changed because ISPs are known to block them.
