Very thoughtful. Are you sure though that this is a general problem
with your settings that affects many different downloaders rather than
a problem with a few downloaders who repeatedly try to get into your
system? After "updating" my host file and rejoining WPN, a large
number of users in my queue list would drop off after their turn came
to DL. Eeventually, some of them did get through - though often this
required that I manually upload by right-clicking "start transfer".
Maybe they're on an unstable primary.
