Clinton, can't help on the how-to instructions but just offering a note that
the 38.113 --- range you cited is but one example of a whole list of RIAA
addresses found in http://www.winmxworld.com/files/block_list.txt . Also if
I'm reading some of the later posts correctly, you can block RIAA sites with
a new startup patch from http://www.winmxworld.com rather than using router
or firewall entries.
