This simply isn't true, and is uninformed scaremongering. DVD recorders and
TIVO boxes are different beasts. DVD recorders, that is the majority of
standard types, record either from analogue inputs (ie SCART) or their
built in analogue tuner. It is *impossible* for the broadcaster to block
them from recording their content. If you disagree with this, explain how a
content provider can stop a device recording via an analogue broadcast or an
analogue video input.
TIVO boxes are completely different, because, at least in the case of Sky
boxes, they receive and process digital data from the content provider, who
can ultimately control them.
The fact that DVD recorders occasionally fail to record has nothing to do
with the content provider, it is simply a combination of immature technology
and user error. Funnily enough though, I know several people who own DVD
recorders and they can record what they like, despite what 'Newsweek' might
have you believe.
