How do you manage that? Is there a procedure, or some settings, or
software, that ID's who the leeches are?

What is the definition of "leech" anyway? I think it is somebody who
doesn't have files available to share, but is it actually more
complicated? I've seen "fake file suppliers" that have lots of files
"available" if you do a browse on them. How would you be able to tell
that person wasn't actually sharing?
