I disagree. Because of leeching the WinMX is upload bandwidth constricted.
Even many people that share a lot of files choke down their upload
bandwidth. So getting bytes is dependent on this limitation, and not
whether you are downloading from a completed file or an incomplete.
The only time incompletes help bandwidth is from the people that only share
incompletes. If they didn't share them they would not be supplying any
bytes into the network.
