If it was people who were sharing I wouldn't mind but as far as I can tell
the resason they insist on downloading from me and only from me is that
they've been blocked by everyone else with the file because of not sharing.

Correct. I know how frustrating it is to be downloading from someone who
opens too many channels and speed drops to single figures as a result. If an
upload is naturally slow I open extra channels.

If they start the upload with zero bytes and their progres is no faster than
the bytes I am giving them, it is pretty likely they have been bananed from
uploading elsewhere for non-sharing. Although I use MX Linx it fails to
detect this kind of leecher so I actively manage all uploads manually. I
give priority to those who are nearing completion, those with fast
connections, those who share with others (even if I find much of what they
share to be repulsive) and those who request short files. That way the queue
is kept short and those who finish uploading from me are able to share the
complete files with others thus lessening the load on the whole system.
