There are two prison systems in the USA, State and Federal. File sharing is
a Federal offence. Although State prisons are overcrowded there was a
massive expansion of the Federal prisons system in the 1980s so there is
plenty of room to house new offenders. Also there is no parole or plea
bargaining in the Federal prison system so six years will mean six years.
