1. MP3Gain will get them close, no encoding/decoding needed to
"normalize"...

2. To get them *really* close (closer than MP3Gain)...
(a) load them into Winamp
(b) configure and set active a compressing plugin such as Compressor
& Wider

(c) configure and set active Winamp's wave writer output plugin
(d) "play" the songs (there will be no sound and will "play"
rapidly)
(e) encode the waves resulting from (d) - they will all be a very
similar volume.
