It is far too broad of a question and gives the impression that you are
not willing to do the smallest amount of looking into things for yourself

Get EAC, use Lame 3.97, encode at a minimum of V 3, put all your files in
a directory with a sensible genre/artist/album folder hierarchy, allow
Winamp to recursively scan that directory and add all those files to the
media library.

Yes, nice, very good. Have at it.

Right solution to what? Winamp is a player. Used properly it is still
one of the best, if not THE best, player available. Used improperly it
can be a bit of a resource hog and even (with the wrong version
installed) a small security risk.

It can also rip and encode. It can also organize your collection. A
cursory read of the Winamp site should have told you all that, though.

Many folks believe there are better solutions for some or all of these
tasks. These issues are discussed here all the time. Would you like
everyone to line up and council you personally on what they believe is
the best tool for you to use for each task?

Doubtful. It can be done easily enough, to be sure, but you might have
to put forth some effort in learning about how the technology works in
order to make the best use of the technology available to you.

Pick a nym and use it, don't make up something new and dumber every time

Read, lurk, read some more before jumping in and asking questions. Most
of your questions at this point arise from a lack of knowledge about the
subject matter that is discussed here regularly. Inform thyself a bit.

When a poster answers your question, like dads did, don't just ignore his
advice because it seems too hard to follow through on. The help file he
gave you the link to will in fact answer many of your questions but it is
obvious you haven't taken the time to read it yet.
