My WinAmp loads them in the correct order.

What version of WinAmp are you using?
In v5.10 General Preferences - Playlist , have you ticked [when
loading multiple files, sort files by name]?
In General Preferences - Titles, I have selected [read metadata only
when playing].

On my system each album is in it's own folder and files are named
Artist-Album-TrackNo-TrackName so they sort alphabetically.

Are you aware that there are 2 versions of ID3 metadata, both of which
may be present.
Have you checked the metadata track number fields are correct?
