Foobar's author, Peter, Pawlowski, wrote the in_vorbis and out_ds plugins for WinAmp.
The versatility comes from the open component architecture (sic).
Other goodies
* out-of-the-box support: WAV, AIFF, VOC, AU, SND, Ogg Vorbis, MPC, MP2, MP3, MPEG-4 AAC
* supported through official addons: FLAC, OggFLAC, Monkey's Audio, WavPack, Speex, CDDA, TFMX, SPC, various MOD types;
* ReplayGain support
* Small memory footprint
* Ongoing development
* No video support
BTW foobar is a metasyntactic variable, as is fred ;)
