If the WMA files don't have DRM, then there are a number of tools which
will do the job, such as dbPowerAmp, foobar2000 and WinAMP. If they have
DRM, you can't convert them. You'll have to record them with a program
like Total Recorder.

There is no such thing as an MP3 editor. To edit, you have to decode the
MP3 to WAV. Then you can use any audio editor, and re-encode the WAV to
MP3 when you're finished.
Some audio editors appear to be able to edit MP3's but what they're
really doing is decoding to WAV in the background and then when you save
your work, they re-encode to MP3. Be careful because this hurts the
sound quality.
