check out grip <http://grip.sourceforge.net/>, it'll do what you describe.
I use it to rip with cdparanoia and to encode with lame. While I haven't
used the database feature, I do know that the database is in MySQL form,
which any RDBMS should be able to work with. The only complaint I've
heard about the database is that umlots and other non-english characters
aren't represented, which, all things being equal, is a fairly minor
complaint.

I think grip interacts with an online database to populate the records.
You might just take a look at whatever it is that grip does to create the
database and find a different app for that specific purpose.
