LOL, it makes nice grandstanding, but does ya' really think they're
going to nuke their own entertainment industry? Even if they were ready to
abrogate several international treaties it's extremely unlikely they have
the stomach for what this could do to their entertainment biz'. It's not in
the national character.

In the highly unlikely event this law did pass it wouldn't change things
much for the US, other than that French intellectual property would probably
become fair game here. The Russians are already selling MP3s without paying
any royalties.

If that person was in the US, where US laws apply, the answer is
clearly yes. If they were somewhere else at the time and then took that file
into the US that would also be a violation of US anti-piracy laws.
