Surely you could send him your 'b#' and he could use GoldWave to convert
it to a 'C'. He'd have to be careful how he used it though, as it
wouldn't be a genuine 'C' and could be considered fraud in some
countries.

I've heard that genuine 'E's can be bought illegally in many nightclubs,
though strangely that's the only note available.
