Try VBR with something like this:
-m m -V 7 -q 0 -B 48 --lowpass 5
I have not tried these settings. You might want to experiment. A higher -V number will reduce file size. A lower -q number will reduce artifacts and increase file size only slightly. A lowpass filter is very effective for reducing file size.
