There are some free WAV editors with pitch shift/frequency change but
have a look at the programme timings. I do know that on Hill Street
Blues they did speed up the programmes slightly to give more edge which
would have shortened the broadcast timing. This, of course is different
to putting your voice through a harmoniser, talking at the same speed
but either sounding like a chipmunk or Barry White!
