I'm sure that they stopped extracting oil from places when the cost fell to
a price below which it was uneconomic to extract it, and that now the price
has risen those same places will be back in profit and will be reopened, but
that dopenst imply some far reaching conspracy, just econimics. oil is a
global market, it doesn't matter where its extracted, its sold to the
highest bidder.
