Partly correct!

If you feed the COMPOSITE video signal from the DVD to the TV you will
most likely get a B&W picture.

If the TV can accept RGB (almost all DVD players can be set to output
RGB) you will get a colour picture from a Region 1 DVD (assuming that the
DVD player has been made "region free" that is)
