If they are literally *DVD* files - ie VIDEO_TS folders - you should be able
to achieve this with DVDShrink. Run both through DVDShrink, which will give
you folders showing the contents of each DVD. Then open 'Shrink again, and
bring in the titles from each separate dvd file, using the "Re-author"
button. Then burn.

Alternatively, TMPGenc DVD author or Nero should both be able to author a
compilation made up of the two separate sets of files. (I assume that most
DVD software should be able to this, but only have experience of the two
I've named...)
