Players may be, but TVs generally aren't: whereas almost any British TV
can play NTSC video. Other than frame rates, the big problem is that
NTSC is 480 lines whereas PAL is 576 lines, so it's easy to play NTSC
on PAL, but not so easy to play PAL on NTSC.

Some people have sent PAL DVDs to America and Canada and found they
worked, others haven't been so lucky.
