You need GIS software for this of which MapInfo Professional and ArcGIS are
widely recognised as the top two packages.

I haven't used ArcGIS but I can tell you that MapInfo is a great piece of
software and will do all you want and more.

What you want to achieve is easy and could be done very cheaply.

Data can be attached to polygons or objects once they are created and any of
the data fields can then be used to label the objects. So you can
automatically label your points in whatever style you choose.

I could do what you want in about half an hour so it shouldn't cost you too
much to get someone to do this for you.
