From your description, I'd guess that somehow you're looking at composite PAL.
Are you certain that the output of the Panasonic is set to RGB, that the
relevant SCART input on your TV is RGB-capable, and that it is configured to
expect RGB? Have you tried pressing "Play" during a recording to compare the
difference between loop-through and record-to-playback?

Yes, that's something Panasonic seem to have missed. Neither of my recorders
have this.
