I would have to say that it applies to most the more advanced NLE's out
there. Sure you can do the basics in no time with Vegas, Liquid,
Premiere, Eidus, etc.. It takes time to delve into the "deeper" recesses
of the NLE's that will really show what you can do. And agaim, it is the
editor, not the software, that has to know what he/she is doing. I did
some truly amazing linear editing on the fly with an Amiga Video
Toaster. I sit back and look at some of the tapes and wonder how I
pulled it off. But I did. The customers loved the work I did. Now, I
have gotten "lazy" with NLE's.

I would suggest that you go to the different forums and make this
request. That way, you can possibly get to see various styles of editing
along with the editors preference for using FX.
Me... basic stuff for the most part (cuts, fades, etc.). It works for me.
