I think you have to convert the video into a digital one first. You can
do that by means of a PCMCI reception card (tuner) which you have to
put in the slot.
Once you heve extracted the material on your computer, you can burn it
onto disc.
If you want the material to be in DVD format, you can use the Nero
burning software that will automatically burn it as a DVD.
If you want to make a movie based on your raw material, by deleting or
assemblig parts, by adding sountracks or different video effects, you
can use for example the Adobe Premiere software or any other software
designed for that purpose that will export your movie as a file with
*.avi extention.
It is not obligatory to have a DVD format for obtaining a good quality.
But if you insist on the DVD format, you have to use a software for
creating DVD-s. (for examole DVD Lab Pro).
