I've been using 4 different HDV editing programs and comparing them
extensively. For the PC owner, by far the least expensive and really
competent program is Ulead's Video Studio 9. Mac owners will also find
iMovie HD to be a very competent program. Each of these two are mostly
limited in effects, titling, and compositing, and neither supports Digital
Dolby ac3.

Two other programs which are considerably more expensive and more powerful
are Sony's Vegas 6.0 for the PC and Apple's HD Final Cut editor, but these
are also considerably slower. Most amateurs will find these 2 choices to be
way more than they need.

I would strongly suggest downloading the trial version of Ulead Video Studio
9 and giving it a try for 30 days. I am not certain if they include the HDV
codecs in the trial version however, but it is a free plug-in for registered
owners.
