VideoLan (VLC) might work here. You could also look at Quicktime
broadcaster as a possible solution (think it's only available on Macs
though)

Ultimately if you want to "stream" 3gp or mp4, you'll want to consider
getting a streaming server. I remember Helix server basic is free, and
if you play your cards right (and are in Europe, for once !) then you
might be able to get the server "full" free for a year.
