In creation. The file must be "indexed" to allow fast forward / skip /
rewind, in general that's done with WM Encoder (or your production
tool's WM Codec selection).

You can "index" a file after the event using the windows media file
editor included as part of the WME download - open the file, and
choose "Save as and index" and you're done. The file should then be
seekable.

Some MPEGs may not be seekable in WMP, I can't remember off the top of
my head why this is (but it's documented). Will see if I can find the
reference.
