I realize that the prime mover in this whole matter is the FCC. But there
are a number of exceptions, one of which is for "non-news programs with no
repeat value."

The church may well decide to do the captioning. I guess my beef is with
the station - - they've know this this for some time now, and only just now
decided to mention it. And they're requiring us to get a formal waiver when
the exception is clearly warranted, and requires no FCC paperwork.
