I won't elaborate too much. There are a number of schemes around that are
variations on Open Source and the idea that otherwise protected expression
should be freely available. Many of these make material available for use
under a conditional license that may require, among other things, that any
work that uses the material to, itself, be made openly available under the
same terms.
Any time you use material that is provided subject to license, you should
make sure you understand exactly what you are agreeing to.
