13Gb per hour is about typical for dv files.

anything you do tp compress it further is going to impact quality of
the finished video.
you could try zipping it with winzip and see what you get.

or output it from a video editor as mpeg, reduce the bandwidth,reduce
the image size etc.

I would stick it on a DVD data file and mail it , but you said that was
not an option.
