I am wondering what sort of free software is available for processing video
on Macintosh systems, OS X 10.4

Specifically, if I have a video stream, say an .avi file and it's resolution
is such that I get a small 256 x 256 pixel window when viewing it, is there
any software that I could use to upsample the video to a higher resolution.
I want to be able to fill a regular TV screen or close to it with a
reasonable quality image.

I do this kind of thing with photos in Photoshop Elements, but am not
familiar enough with Video to know what to use.
