You went one step too far. Just point to the VIDEO_TS directory and
hit OK.

MF4 has two sets of rules, one for DVDs and the other for files. It
can capture DVD files when you tell it to start a new project, but if
you want to import files from another source, they must be of the file
type enumerated on the dialog box.
MF4 will read VOB files in the VIDEO_TS directory as a "capture" and
not an "import". Or something like that. The layout is so confused I
can't figure it out.
