Believe it or not, I use Nero to create bootable CD's. I've done it
from scratch using the Data-Bootable option and I've done it by
burning bootable ISO (and other supported formats) images. I've done
it on CD-R's and CD-RW's.

Alcohol 120% is another program, probably even better suited to
creating and burning disc images, that I use regularly.
