It's not a surface defect at all. Radial from the hub, about 5x40mm spoke.
There is a defect between the layers, perhaps made worse by a cleaner.

I have all the files except this bad VOB. The main movie is fine.
Maybe I should just watch the DVD. Ripping has become an obsession.
