Commonly this is a cheap media problem.

You have tried cleaning the lens of the problematic drive?

What you may want to try is using the quick analysis offered by DVD Shrink -
this will quickly detect any problem on the disk or using Nero cd-dvd Speed
to check the quality of the disk.

What DVD Burner do you have? Sony cause problems.

Perhaps your DVD players are incompatible with the media?

Are you overburning? ie, burning faster than the advertised speed? Have you
tried burning slower?

I know he's going to say it, so I'll get in first:

Apparently, according to club.cdfreaks.com (who are gods according to some
people here), you should use only Taiyo Yuden DVDR, that is, dye or branded.
This is apparently the best, but I've used many varying disks with much
success.

Anyway - get back to the group with answers to the above and we'll try to
help you more....
