If the mpgs are already DVD compliant, meaning they meet the video specs for
resolution and bitrate, and the audio meets the allowable requirements, then
no they do not need to be re-encoded, all other mpgs need to be
re-encoded....

CHeck the dvd faq under audio and video details sections, 3.14, and 3.62
