After inadvertently recording to DVD-RW in VR mode on a Pioneer DVR, I
have only ever managed to transfer the recording to a DVD-R disc by
copying the DVD-RW content back to the hard drive and copying off again
to a blank DVD-R (in Video mode), as you describe.
Unfortunately, it seems real-time copying cannot be avoided, making this
a protracted process and validating your remarks about quality loss and
chapter marks.
If you discover a better method I'm sure we'd all like to know.
