Not as such out of the factory box, unless you are willing to hack or pay 
a premium price to buy one that has been modified. 
 
An excellent example of this is the Pioneer DV-588A, which is NTSC/PAL 
capable but must be hacked with modified firmware in order to be made 
multi-region. (Also the DV-578A, last years' model, which is also a superb 
machine). Both also play DVD-A and SACD. 
 
There are many dealers (often those that also sell imported DVD's) which 
carry modified versions of these and other models. Also, the reputable 
modifiers like www.jvb.nl
