Yes, it is working properly. The "4:3 P&S" mode requires that a widescreen 
DVD is specifically enabled for it to work, and very few indeed are - to the 
extent that you will be unlikely to come across one. For a disk not so 
enabled a player will handle "4:3 P&S" the same as "4:3 LB" mode, as you 
have found.
